Lakeshore is close to finalizing its 2017 budget.
Council discussed many items at a special meeting Monday night, from rising water rates, to deteriorating roads and transferring reserves.
Councillor Steven Wilder says residents should be prepared for a tax increase.
With rising costs to hydro, insurance and other services, he says council is doing its best to minimize that increase.
"We've got a great thing going here in Lakeshore," Wilder says, adding Lakeshore will still be amongst the lowest in the region.
"Our development is booming. I don't think it's just because our taxes are low, I think people want to live here for a variety of reasons. But taxes are the most affordable in the region and it's something all of us strive for. So having this opportunity to go back and review the information that's been presented to us, and try to find some further savings so we can minimize that tax impact."
But Wilder says a zero per cent tax increase is just not feasible.
"We're working with administration, working to get the information we need and try to make smart decisions -- cut where we can without impacting the level of services, without causing any negative impacts, respecting the tax payer and ultimately, with the tax dollars they pay, making sure it's used very judiciously and in the most efficient manner."
Wilder says he's concerned about Lakeshore's water rates, calling them the highest compared to the surrounding municipalities.
He says council is waiting on the results from a study so they can find ways to lower those rates.
The next budget deliberation meeting in Lakeshore is on Dec. 14 at 5 p.m.
