A petition signed by people living near Windsor's Jackson Park is going to city council.
It calls on the city to restore safety and security to the neighbourhood after a number of reports concerning vagrants roaming the area.
Spokesperson Jennie Berkeley created the petition after a man was found sleeping in her backyard.
"My neighbour knocked on my door and said 'I don't mean to frighten you, but there's a homeless person sleeping in your backyard. The police have been called and they should be here shortly,'" says Berkeley.
She says the officers who arrived had previous interactions with the man.
"They apprehended the individual and were frustrated because they had dealt with this person a few times already that morning," says Berkeley. "He was warned not to stay in this neighbourhood."
Berkeley is calling on Ward 3 councillor Rino Bortolin to do something about the issue.
"We have all been impacted by a new crime surge that has been getting worse over the last two to three weeks, but it's been going on for some time, but noticeably worse over the last two or three weeks," she says.
Berkeley calls the situation a crisis and hopes the city can come up with a solution.
