Windsor police are on the scene of an active investigation.
Police are outside the former Water World facility in the 400-block of Wyandotte Street East, which is now the city's Homelessness and Housing Help Hub.
Police caution tape is up and several marked cruisers are on scene.
The H4 site provides emergency shelter space, medical resources, food and clothing.
Police are asking the public to avoid the area until further notice.
